Directions of expert analyses of the Department of road accidents expertise

Auto-technical analysis

 

Objects of analysis

- vehicles (except for railway, air and water transport), trailers and semitrailers, parts, ties, units of vehicles,
- scene of road accident, traces left at the scene of accident, materials of criminal case requiring no legal assessment (protocols on investigation of road accident scene, investigation of vehicles and examination of other material evidences and investigative experiment).

Tasks of analysis
 

1. Analysis of circumstances of road accident

- Determination of the driving speed and direction of vehicles,
- determination of directions of action forces between collided vehicles,
- determination of braking and stopping distances of vehicles, as well as of stopping time,
- determination of the distance of vehicles, pedestrians and other objects from the scene of accident at moments set by the trial (court),
- determination of the technical capacity to prevent road accident by stopping or bypassing at moments set by the trial (court),
- determination of the relative positions of vehicles at various moments of road accident,
- determination of the time for passing specific locations by vehicles,
- determination of the moment of occurrence of danger for the traffic, if analyses requiring specific professional knowledge is needed therefor,
- determination of the relative position of the vehicle and obstacle at the moment when the driver still had technical capacity to prevent the accident,
- for ensuring traffic safety, what requirements of the Traffic Regulations and the Law of the Republic of Armenia on Ensuring Traffic Safety the driver should have obeyed and how he should have acted in circumstances of road accident concerned,
- starting from the moment of occurrence of danger for the traffic what specific actions of the driver related to the control of the vehicle could have prevented the road accident and what requirements of the Traffic Regulations and the Law of the Republic of Armenia on Ensuring Traffic Safety they are envisaged by,
- from technical aspect, conformity (non-conformity ) of the driver's actions with technical requirements of the Traffic Regulations and the Law of the Republic of Armenia on Ensuring Traffic Safety,
- from technical aspect, determination of causal relations between the driver's actions (inaction) and the occurrence of accident,
- ascertainment of the quality of driveway connection,
- determination of the conformity of quality of driveway connection with the requirements of normative-technical documents,
- determination of the conformity of locating road signs and markings with the requirements of normative-technical documents,
- determination of clearness and visibility from the driver's seat taking into account the landscape (scenery) of the road accident scene and the profile of the road,
- determination of causal relation between unsatisfactory condition of road and the road accident.

2. Technical condition of vehicles

- Determination of technical condition of vehicles, their parts, ties and units, their operability and roadworthiness,
- determination of causes and time for occurrence of malfunctions and of the possibility to detect them,
- determination of causal relation between malfunctions and the happened road accident.

3. Vehicle traceological

- Determination of road accident mechanism,
- determination of interaction mechanism of vehicles during collision,
- determination of collision mechanism over pedestrians (animals) and fixed obstacles,
- determination of the angle of relative position of the vehicle and the direction of impact during collision,
- determination of the relative arrangement of vehicles against lines and axle of driveway,
- determination of the scene of collision of vehicles or pedestrians,
- ascertainment of the fact whether the vehicle was in movement or not during the collision,
- determination of points of impact on vehicles proving the fact of inflicting injuries to pedestrians,
- based on the nature of damages on the vehicle determination of the place of people in the saloon of the vehicle at the moment of accident,
- at the beginning of collision detection of parts of vehicles that were in touch with each other,
- determination of damages of wheels, flexible brake pipes and thread connections of vehicles, time and causes of the occurrence thereof,
- ascertainment of the fact of malfunctions of the parts of vehicles after road accident.
